Malacañang on Thursday said it is pushing for the passage of the proposed United Package for Livelihoods, Industry, Food, and Transport (UPLIFT) Bill, a measure aimed at enhancing the use of government savings and funding priority projects.


Palace Press Officer and Communications Undersecretary Claire Castro said the proposal was discussed during the UPLIFT Committee meeting on April 28, adding that the executive branch is considering tagging the bill as urgent given the current economic and geopolitical conditions.


The measure covers provisions on government savings, project listings, unreleased appropriations, and unobligated allotments, with the goal of improving fiscal flexibility.


Among its key features is the removal of the two-year restriction on including previously declared savings in the national budget, as well as allowing the use of unreleased appropriations and unobligated allotments from the 2025 and 2026 budgets.


“Napag-usapan sa UPLIFT committee meeting ang balak gawing batas na UPLIFT Bill. Layunin nito, una, alisin ang dalawang taong pagbabawal sa pagsasama sa panukalang budget ng mga item na idineklarang ipon o savings," Castro said in a Palace briefing.


“Pangalawa, para magbigay ng listahan ng mga programs, activities and projects na maaaring pondohan mula sa mga nakalaang budget. At pangatlo, layunin din nitong bigyan ng kakayahan ang pamahalaan na magamit ang unreleased appropriations at unobligated allotment mula sa fiscal year 2025 GAA at ang unreleased appropriations mula sa fiscal year 2026 GAA," Castro added.


The proposed legislation is part of the government’s broader response under Executive Order No. 110, signed on March 24, 2026, which declared a state of national energy emergency.


The order also created the UPLIFT framework, a whole-of-government approach designed to stabilize energy supply, ensure uninterrupted delivery of essential services, sustain economic activity, and protect vulnerable sectors amid the ongoing Middle East conflict.


According to Malacañang, the bill is intended to strengthen fiscal flexibility and improve the government’s capacity to respond to evolving national priorities.
