Senator Robinhood “Robin” Padilla is advocating for the passage of the Anti-Troll Farm Act, part of his broader push for a safer and more transparent digital environment.
As more Filipinos turn to the internet and social media for news and civic engagement, the danger posed by organized disinformation networks continues to escalate.
Studies have documented how troll farms and coordinated online campaigns spread falsehoods, tarnish reputations, distort public perception, and weaken democratic debate.
Padilla's proposed legislation targets the operations of paid troll farms designed to manipulate public opinion, disseminate disinformation, and manufacture artificial influence in online conversations.
It outlines mechanisms to identify, investigate, and hold accountable those behind such operations, while safeguarding legitimate free expression and lawful discourse.
“This measure is not against free speech. It is directed against organized and paid deception that weakens public trust and damages our democratic institutions,” Padilla emphasized.
He added that technology should be harnessed as a tool for truth, accountability, and national unity—rather than for deception and manipulation.
