Philippine Senate approves bill on lupus prevention

The Senate on Monday approved on third and final reading Senate Bill No. 1513, or the proposed Comprehensive Lupus Prevention Act, with a unanimous vote of 22-0-0.


Authored by Senators Mark Villar, Camille Villar, and Joel Villanueva, the measure seeks to establish a national health program to address Systemic Lupus Erythematosus (SLE) through increased public awareness, early detection, and improved access to treatment.


Filed on November 12, 2025, the bill aims to enhance public education on lupus while reducing stigma surrounding the autoimmune disease.


A key provision mandates the inclusion of early detection and screening tests for lupus under PhilHealth coverage, addressing concerns over the high cost of diagnosis and frequent cases of misdiagnosis.


Lupus is a chronic autoimmune disease in which the body’s immune system mistakenly attacks its own tissues and organs, causing inflammation that can affect the skin, joints, kidneys, heart, lungs, blood cells, and brain. While there is currently no cure, early diagnosis and proper treatment can help manage symptoms and prevent serious complications.


Under the proposed law, the government will implement coordinated efforts to improve access to specialized care for lupus patients nationwide.


The measure, a priority health initiative of the 20th Congress, is expected to strengthen support for Filipinos living with lupus by ensuring more accessible and comprehensive medical services.


Senator Mark Villar, who voted yes to the bill, said the disease is difficult to diagnose due to the wide range of symptoms experienced by patients.


In many cases, he noted, lupus is misdiagnosed, leading to incorrect and costly treatments. Some patients, he added, remain undiagnosed because of the high cost of diagnostic tests.


The senator said lawmakers ensured that a main provision of the proposed measure mandates PhilHealth to cover early detection and screening programs for lupus to assist patients who cannot afford the necessary diagnostic tests.


Senate Majority Leader Juan Miguel "Migz" Zubiri also expressed optimism with the bill's passage.


"Approved on third reading na po ang ating Comprehensive Lupus Prevention Act, kung saan bubuo tayo ng national plan of action laban sa sakit na lupus," he said.


He said that thousands of Filipinos are quietly battling this disease, which currently has no cure.


Through this proposed measure, he said that there will be support for lupus warriors and help them live healthy, happy, and longer lives through timely medication and proper treatment plans.
