Senators tackle Magna Carta of Barangay Health Workers
Senators recently took up Senate Bill No. 1905, the proposed Magna Carta of Barangay Health Workers, which seeks to recognize and protect the role of health workers in local communities.

Senators recently took up Senate Bill No. 1905, the proposed Magna Carta of Barangay Health Workers, which seeks to recognize and protect the role of health workers in local communities.
The measure, sponsored by Senate Deputy Majority Leader Risa Hontiveros, is designed to improve access to health services.
In sponsoring Senate Bill No. 1905, Hontiveros stressed that preventive care, hospital decongestion, and a truly primary health-oriented Universal Health Care system all depend on strengthening barangay health workers (BHWs).
“Ang Magna Carta na ito ay hindi simpleng batas. Ito ay pagkilala sa dignidad ng serbisyo. Ito ay pagpapatatag ng ating health system, ito ay konkretong hakbang tungo sa makatao at makatarungang lipunan,” the senator said.
Senator Sherwin Gatchalian expressed his full support for the passage of the bill, as he underscored the policy and duty of the government to ensure that health services are available and accessible to all Filipinos.
In his co-sponsorship speech, Gatchalian pointed out that the bill will formalize the functions of BHWs provide incentives, and the protection of benefits.
“This [bill] ensures that every barangay health worker is properly trained, equipped and empowered to effectively deliver primary care to every Filipino community,” he said.
Senator Joel Villanueva recognized the essential role played by BHWs, describing them as the backbone of the health care system in communities across the country.
“These individuals work tirelessly across both urban and rural areas in delivering health services. The proposed Magna Carta is a step toward acknowledging the critical work that BHWs do and ensuring that they are adequately supported,” the senator explained.
Meanwhile, Senator Loren Legarda stated that this law would give dignity and legal safeguards to the country’s frontline health workers.
Legarda emphasized that universal health care cannot succeed unless these grassroots workers are recognized as essential professionals under the protection of law.
“Through these reforms, we affirm that barangay health workers are indispensable to disease surveillance, maternal and child health, emergency response, and everyday continuity of care. Strengthening their welfare strengthens the nation,” the senator said.
