Senator Loren Legarda was elected Senate President Pro Tempore on Monday (May 11, 2026).


This marks her return to the chamber’s second-highest post, a position she previously held from July 25, 2022, until May 20, 2024, in the 19th Congress.


According to a news release from her office, Legarda defined the role in institutional terms when she accepted the office, emphasizing continuity and discipline in Senate proceedings.


“The Senate President Pro Tempore helps ensure that the work of the Senate continues with order, stability, and respect for the institution,” she said.


Legarda said current economic conditions require prompt legislative action, particularly qbout the rising costs for food, transport, fuel, and electricity.


“We cannot allow delay, complacency, or inaction to stand in the way of meaningful reform. Every bill we debate and pass must deliver real and lasting benefits where public action matters most,” she said.


A four-term Senator, Legarda has chaired several key committees, including Finance; Higher, Technical and Vocational Education; Foreign Relations; Environment and Natural Resources; and National Defense and Security, Peace, Unification and Reconciliation. Throughout her tenure, she has led priority measures focused on education, climate action, women’s empowerment, cultural heritage, social protection, and economic resilience.


She is the first and only female Senate Majority Leader. In this role, she successfully managed floor deliberations, built consensus across various blocs, and steered the Senate’s legislative agenda.
