Senate wants inquiry into Cebu landfill tragedy that killed more than 30 Filipinos

A Senate resolution seeking an inquiry into the landfill landslide in Binaliw, Cebu, an incident that took the lives of more than 30 people and injured many others.

A Senate resolution is seeking an inquiry into the landfill landslide in Binaliw, Cebu, an incident that took the lives of more than 30 people and injured many others.


Proposed Senate Resolution 277, filed by Senator Sherwin Gatchalian, states that the circumstances surrounding the January 8 landfill landslide raise many serious questions including landfill design standards, operational practices, compliance with existing regulations, and adequacy of government oversight mechanisms intended to ensure public safety.


“Kung hindi natin maitutuwid ang mga panuntunan, malaki ang posibilidad na may ganito pa ring trahedya sa iba pang mga landfill na maglalagay sa panganib sa mga komunidad at mismong mga manggagawa,” said Gatchalian.


The proposed inquiry should be determine the contributing factors that led to the landfill collapse, assess environmental engineering and safety standards, evaluate the response of national and local government agencies, and come up with measures to improve landfill safety standards.


Gatchalian noted that the Binaliw landfill tragedy is not an isolated case, citing past incidents such as the 2000 Payatas dumpsite collapse that buried more than 200 people, underscoring the persistent dangers of poorly managed waste disposal facilities.


A massive landslide at a landfill in Barangay Binaliw, Cebu City, claimed the lives of 36 people, most of whom are workers at the facility.


The disaster occurred on January 8, when an oversized, unstable pile of garbage suddenly collapsed, burying structures, staff housing, and workers beneath tons of waste.


Rescue teams, including firefighters and police, worked for days to locate survivors and recover victims, one of whom was a volunteer rescuer who died of septic shock during the operation.


Authorities confirmed that 18 people were injured in the collapse, and the search-and-rescue operations have since concluded.


The city government declared a state of calamity over the affected area, highlighting the scale of the tragedy.


Preliminary investigations indicate that the landslide was likely caused by a combination of oversaturated waste, steeply piled garbage, and recent rainfall.


The Department of Environment and Natural Resources (DENR) has ordered a cease-and-desist on landfill operations and is reviewing the site for long-term safety and structural solutions.


the tragedy has reignited concerns over waste management practices in Cebu City, as the landfill had previously drawn complaints over odor and operational safety.


Local officials are now assessing measures to prevent similar disasters in the future.
